When a European company decides to outsource part of its software development, the question of where comes up quickly. Should you prioritise cost, proximity or language? “Offshore” and “nearshore” describe two different approaches. This comparison helps you choose based on your project rather than on received ideas.
Offshore and nearshore: what do they mean?
Offshore means outsourcing to a distant country, often with a large time difference: India, Vietnam or the Philippines for a European client. Nearshore means outsourcing to a nearby country, with a small time difference and often cultural proximity: Morocco, Tunisia, Portugal, Poland or Romania for a Western European client.
Criterion 1: time zone
This is often the most underestimated factor. With a team three and a half to six hours ahead, live communication is limited to a few hours a day, and a question asked in the afternoon gets its answer the next day. On a fast-moving project with frequent back-and-forth, these delays add up.
Morocco has been on GMT all year round since 20 September 2026: the same time as London in winter, one hour behind Paris in winter and two in summer. In Eastern Europe, Poland shares Paris time and Romania is one hour ahead. In both cases, working days overlap almost entirely.
Criterion 2: language
English is the common language of software development worldwide, and it is the working language of most nearshore and offshore teams. Morocco adds French, widely used in business: a real advantage for French-speaking companies, and for international companies with clients in France, Belgium, Switzerland or Canada.
Criterion 3: working culture
How people flag a problem, challenge an estimate or say “no” varies between cultures. A team that shares your references (business customs, the rhythm of the year, communication expectations) integrates more easily into your processes. Morocco’s historical and economic ties with Europe support this integration, and Eastern Europe benefits from similar proximity with Western Europe. With more distant destinations, more organisational effort is often needed.
Criterion 4: cost
Distant offshore destinations generally have the lowest rates; Eastern Europe, in high demand, has the highest nearshore rates; Morocco sits in between. But the daily rate is only part of the real cost. You also need to count:
- your own teams’ coordination time (meetings, specifications, acceptance testing);
- the cost of misunderstandings: features to redo, missed deadlines;
- the cost of communication delays when working hours do not overlap;
- possible travel for kick-off workshops.
A slightly more expensive partner who is closer and more autonomous often costs less over the whole project. Always compare the total cost, not the hourly rate.
Criterion 5: available skills
Every destination has skilled developers; the question is finding the right skills for your project. The large offshore countries have enormous talent pools, including in niche technologies. Eastern Europe is known for highly specialised engineers.
